E. Court Street / East Side Town Square Improvements
Work on the North side only of E. Court Street, from Main Street to the east end of the Court St. Bridge is expected to start on Monday, April 13, and continue through approximately May 29, 2020. This work will include curb and gutter replacement, storm sewer and water main modifications, new street lighting, new concrete sidewalk, new colored concrete terrace, and new street trees and is part of the East Side Town Square Improvements. During this work, traffic lanes on Court Street will be shifted with one lane for traffic in each direction provided and maintained. Curb side parking will be prohibited.
Also as part of the East Side Town Square Improvements, work on S. Water Street and the public area between Water Street and the east river wall, is expected to begin the week of April 20 and continue until all East Side Town Square Improvements are completed which is expected to be late Fall 2020.
Work on Water Street will include new concrete curb and gutter, sidewalk, and pavement with parking, colored concrete flatwork, new storm sewer, new decorative lighting, and street trees with tree grates.
Work in the public area between Water Street and the East river wall will provide park like amenities including a river walk with a connection to the Blain Gilbertson Family Heritage Bridge (currently under construction), a grass area with trees and stone benches, a composite deck, a covered pavilion, a public natural gas fire pit, new lighting, landscaping areas, and other site furnishings.
During work on Water Street and the adjacent public area, public vehicular traffic and parking on Water Street between Court Street and Milwaukee Street will be prohibited. Normal trash and recycle collection will be maintained. Pedestrian access to businesses along the East side of Water Street will be maintained as much as possible but there will be short periods when pedestrian access is blocked or rerouted while work on and under the East sidewalk takes place. Patrons of businesses with rear access along the East side of Water Street are asked to use Main Street entrances whenever possible.

On January 13, 2020, the City Council approved the East Side Town Square Improvements proposed for the summer of 2020 and awarded a construction contract to Parisi Construction, Verona, WI, to complete these improvements.
· Reconstruction of the north side of Court Street, between the east end of the Court St. Bridge and Main Street, with new concrete curb and gutter and sidewalk and terrace, tree wells, and ornamental street lighting.
· Reconstruction of Water Street from Court Street to Milwaukee Street with new colored and standard concrete sidewalk and pavement, new storm sewer, new concrete curb and gutter, tree wells, landscape areas, mobile planters, traffic bollards, and new ornamental street lighting. Please note Water Street will provide two-way traffic between Milwaukee Street and Court Street upon completion of this project.
· Improvements between Water Street and the river will consist of river wall repairs and a new concrete facing of the river wall, a Riverwalk with cable railing, a public fire pit, site furnishings, tree wells and landscaping, pedestrian lighting, pavilion, kiosk, and a Town Square donor recognition feature.
The East side improvements are expected to start approximately April 13, 2020, and progress while a separate contractor works toward finishing the Blain Gilbertson Family Heritage Bridge. The East side improvements and the Heritage Bridge are expected to be completed mid/late Fall 2020. Please note the dates provided could be impacted by weather and significant changes in river elevation.
During the east side improvements, Water Street will be closed to vehicular traffic and parking. Pedestrian traffic along the east side of Water Street will be maintained except during removal, prep, and placement of new concrete sidewalk. Business owners will be notified at least 24 hours in advance of when sidewalk will be removed adjacent to business access doorways.
The contractor will provide access to Water Street for deliveries and normal public/private trash and recycle collection.
